The Eggrobo, in Sonic R.
Eggrobo is a badnik which appears at the Sky Sanctuary in Sonic & Knuckles. It resembles Dr. Robotnik in appearance.

An Eggrobo also pilots the Egg Mobile during boss sequences when you play as Knuckles, as Knuckles is unaware Dr. Robotnik is responsible for stealing the Chaos Emeralds.

Eggrobo also appears as an unlockable character in Sonic R. It is also an unlockable character in Sonic Adventure 2: Battle's kart racing mode.
